    Job Title:               Program Manager - Testing & Commissioning / Engineering

    Location:               East Syracuse, NY

    Salary Range:       $120,000 - $185,000 Base* 

    Travel:                   Local, Regional and National Travel, 15 - 20% of the time

    Position Overview: The Program Manager for Testing & Commissioning (T&C) and Engineering serves as the strategic and operational leader responsible for planning, coordinating, and executing complex engineering, testing, and commissioning programs across substation, transmission, and distribution projects within the Northline footprint.

     

    This role ensures the successful delivery of multi-year, multi-project technical initiatives by aligning engineering design, field testing, commissioning activities, and system energization with client expectations, regulatory requirements, safety standards, and financial performance across substation, transmission and distribution projects while supporting Northline’s operational excellence and growth objectives within Northline’s footprint and organizational framework.

     

    The Program Manager drives collaboration and leadership across engineering teams, T&C crews, project management, field operations, and client stakeholders to maintain schedule, resource alignment, technical quality, and system readiness while fostering long-term client relationships and continuous improvement in engineering and commissioning practices.

    Key Responsibilities: 

    1. Provide and maintain safe and healthy working conditions, equipment, and systems of work for self and all employees, and to participate in training as needed for this purpose.

    2. Program Oversight & Strategic Leadership - Lead planning, coordination, and execution of complex, multi-year engineering and T&C programs. Develop program strategies that align engineering deliverables, testing milestones, commissioning sequences, and energization plans with organizational goals, regulatory compliance, and client expectations. Develop and manage work and contract types aligned to create and evolve a work mix balanced approach to program risk management and sustainability.

    3. Project Management & Execution - Oversee a Program of engineering and T&C projects across substation, transmission, and distribution systems throughout NLU’s regional portfolio’s. Ensure adherence to technical scope, schedule, and budget for all engineering and commissioning activities. Implement best practices in engineering workflow management, commissioning documentation, project controls, reporting, and risk mitigation.

    4. Stakeholder Engagement - Serve as the primary liaison between Northline and clients for engineering and T&C program matters, ensuring consistent communication and satisfaction. Coordinate with internal engineering teams, T&C crews, external partners, OEMs, and regulatory agencies. Manage stakeholder expectations and promote transparent reporting, technical issue resolution, and energization readiness.

    5. Team & Resource Coordination - Provide leadership and direction to engineering teams, T&C crews, project managers, and field personnel including understanding and collaborating with specialty labor agreements. Ensure optimal allocation and utilization of engineering and commissioning resources across projects through leveraging NLU shared resources. Mentor junior engineering and T&C staff and contribute to technical talent development and develop sustainable bench strength facilitating NLU’s agility and scalability. Plan and organize professional development training (leadership, PMP® training, technical commissioning training, etc.) Work collaboratively across disciplines and with other Program Managers.

    6. Estimating and Pre-Construction Support - Oversee development and review of engineering and T&C cost estimates for complex projects, providing final oversight. Collaborate with estimating teams to ensure accuracy, completeness, and competitiveness of proposals, ensuring estimating processes are followed and appropriate technical resources are assigned. Provide strategic input during bid/no-bid decisions and RFP responses. Analyze historical engineering and commissioning data and market trends to inform estimating strategies. Validate assumptions and scope alignment between engineering estimates, commissioning plans, and project execution strategies. Support value engineering efforts and recommend cost-effective technical alternatives where appropriate.

    7. Financial Management - Develop and manage program budgets, forecasts, and financial reporting for engineering and T&C activities. Track project financial performance metrics and ensure alignment with Project, program and indirect cost models and targets. Develop and understanding of the marketplace and labor market in order to rive profitability and identify opportunities for cost savings, efficiency improvements, and optimized resource utilization and sustainable quality growth.

    8. Quality, Safety & Compliance - Ensure all engineering and T&C work is performed in compliance with NLU principles, regulatory and consensus safety standards, technical specifications, and environmental regulations. Champion a culture of safety excellence across all engineering and commissioning activities. Conduct assessments and reviews to ensure quality control, technical accuracy, and continuous improvement.

    9. Risk Management - Identify, assess, and mitigate program-level risks related to engineering deliverables, testing sequences, commissioning readiness, and energization. Develop contingency plans and lead technical issue resolution strategies. Ensure proactive risk communication with clients, engineering leadership, and field operations.

    10. Reporting & Communication - Provide regular updates to executives and stakeholders on engineering progress, T&C performance, and program status. Maintain detailed documentation and dashboards for schedule, budget, scope, technical quality, and commissioning readiness. Support project and contract management, change orders, and dispute resolution as needed.

    11. Client Relationship Development - Build and maintain long-term relationships with utility clients, engineering partners, and commissioning stakeholders. Anticipate client needs and recommend strategic engineering or commissioning solutions. Position Northline as a trusted partner through technical excellence, reliability, and customer focus.

    Position Requirements: Bachelor’s degree in Operations Management, Business Administration, Electrical Engineering or related field is preferred. Project Management Certification (PMP) is required.

    Preferred Requirements: Experienced electrical utility contracting industry manager with exposure to leading, developing and implementing large scale, ambiguous, and complex, customer-driven projects.

    Position Overview: The Project Manager for Northline Utilities has responsibility for driving substantial revenue to support NLU’s yearly business plan and the overall planning, management and completion of projects using Northline’s High-Performance Project Management tools and resources. They will apply professional principles, practices and techniques to lead project teams and manage project schedule, cost and performance risks to ensure satisfied customers. They will also leverage and integrate key enabling functions of Northline’s Corporate Support Office to deliver work quality and to achieve high levels of customer satisfaction. They will have strong communication skills to drive open dialogue across project teams and to build a pro-active working relationship with customers to ensure requirements are met. Understanding how to effectively use Northline’s systems and processes as part of an integrated business management system will be critical and form the basis for the development of a sustained competitive advantage.

    Position Overview: The Associate Project Manager for Northline Utilities has responsibility for planning, execution and delivery of assigned projects. The Associate Project Manager will work in tandem with either Northline’s Project Managers, Business Unit Managers or other members of Northline’s management team to identify needs, prioritize, plan, track, manage and deliver projects to create customer satisfaction. They will develop and track detailed work plans for all assigned projects, prioritize tasks, identify and address scope changes, resource constraints, possible project delays, resolve delivery issues, coordinate the tracking of hours and provide status reporting for each assigned project. The Associate Project Manager will leverage and use key enabling functions of Northline’s Corporate Support Office to deliver high quality projects on time and within budget.

    Key Responsibilities:

    • Ensures that a culture of Safety exists within their assigned projects as the number one organizational priority.

    • Communicates project status and information to key stakeholders, participates in project reviews with customers, and maintains the project information repository for their assigned projects.

    • Recognizes problems or situations that may cause project delays or changes and evaluates alternatives to find solutions using a systematic, multi-step approach.

    • Escalates these in a timely fashion to the appropriate Business Unit Manager, Project Manager or other NLU Management Team member prior to implementation.

    • Uses their understanding of project management phases, techniques and tools to leverage project potential and assist Project Manager.

    Job Title:                    Billing Specialist

    Job Location:             Au Sable Forks, NY

    Salary:                        Hourly position; $19.00 – $25.00 / hour*

    Travel:                        Occasional local and regional travel for training purposes (less than 10%)

    Position Overview: The Billing Specialist supports Northline’s financial operations by preparing and processing customer invoices, maintaining accurate billing and accounts receivable records, and assisting with project-related billing activities. This role collaborates with project teams, customers, and the finance department to help ensure billing accuracy, timely submission, and consistent adherence to company policies and procedures.

    Key Responsibilities:

    • Provide and maintain safe and healthy working conditions, equipment, and systems of work for self and all employees, and to participate in training as needed for this purpose.

    • Assist with project contract set-ups, schedule of values and maintenance within the accounting software.

    • Adherence to corporate billing policy within the organization.

    • Report on customer account details for non-payments, delayed payments and other irregularities and actively pursue their resolution.

    • Maintain thorough, well-organized accounts receivable customer files, especially clients’ accounts payable contacts and billing requirements.

    • Create and submit accurate customer invoices in a timely manner.

    • Crosstrain within the finance department and provide back-up for other departmental functions.

    • Create and distribute monthly customer billing statements.

    • Establish a rapport with customers.

    • Strong communication skills, both verbally and written, and the ability to effectively communicate throughout all levels of the organization.

    • Ability to work in a fast-paced environment with critical deadlines.

    • Any other duties/special projects as outlined by Billing Manager.

    Position Requirements:
